In a major leap toward industrial safety and digital disaster management, the Government of Kerala has launched the Remote sensing enabled Online Chemical Emergency Response System (ROCERS) on October 11, 2025. The initiative reflects the growing importance of Earth observation technologies in ensuring workplace and environmental safety across industrial regions.
The Chemical Emergency Response System was unveiled by Shri V. Sivankutty, Honourable Minister for General Education, Labour and Skills, during the International Conclave on Occupational Safety and Health – Surakshitham 3.0. The event, attended by senior state dignitaries and scientists, highlighted Kerala’s commitment to integrating advanced technology into occupational safety frameworks.

Dr. S. K. Srivastav, Chief General Manager of the Regional Remote Sensing Centres, represented NRSC, ISRO, alongside the ROCERS development team. During the event, the ROCERS logo and a concept video were also unveiled, demonstrating its operational workflow and technological foundation.
ROCERS is a joint initiative between the National Remote Sensing Centre (NRSC), ISRO, the Indira Gandhi Centre for Atomic Research (IGCAR) under the Department of Atomic Energy (DAE), and the Government of Kerala. Developed as a Web-GIS-based Decision Support System (DSS), it provides real-time monitoring and data analysis for rapid incident response during chemical emergencies.
This cutting-edge Chemical Emergency Response System uses integrated geospatial technologies, weather models, and dispersion simulations to monitor and track hazardous chemical releases. Real-time data is captured from chemical sensors installed in industrial areas that detect substances such as ammonia, LPG, and other toxic compounds. The information is relayed to centralized servers, combined with weather data from advanced models, and then visualized on interactive maps for immediate decision-making.
The ROCERS platform, available at https://rocers.fabkerala.gov.in/, empowers authorities and industries to take proactive measures to mitigate risks. It forms a vital component of Kerala’s Vision Zero initiative, which aims to achieve zero industrial accidents through digitalization and real-time monitoring.
By leveraging the power of space-based data and geospatial intelligence, this Chemical Emergency Response System sets a benchmark for smart industrial safety. It underscores how remote sensing and real-time analytics can revolutionize chemical risk management across India.
